Alysia Davis Steadman Selected as Planning & Development Director
ALBEMARLE, NC – City Manager Darren Rhodes has selected Alysia Davis Steadman as the new Planning and Development Director for the City of Albemarle. Steadman brings more than two decades of experience in urban planning, community development, and strategic leadership to the role.
“Alysia’s deep expertise in strategic plan development and execution, as well as community engagement, make her an exceptional fit for Albemarle,” said Darren Rhodes, Albemarle City Manager. “Her leadership will be instrumental as we navigate the city’s growth through Envision Albemarle 2045, our new Comprehensive Land Use Plan.”
Steadman previously served as Assistant Planning Director for the City of Charlotte, where she guided the development of the Charlotte Future 2040 Comprehensive Plan. She was instrumental in building community partnerships across multiple city departments and jurisdictions to support the plan’s success. Steadman managed a $2.5 million combined budget, guiding strategic operations and staff development.
Her career with the City of Charlotte began as a Planning Coordinator, where she led teams through strategic planning initiatives, including business corridor revitalization efforts. Steadman introduced a comprehensive land use strategy supporting the City’s Unified Development Ordinance—making development rules easier to understand and comply with, while ensuring alignment with the community’s long-term vision.
Most recently, Steadman served as Market Director and Planning & Research Lead at NEOO Partners, Inc., where she led strategic initiatives focused on urban development and inclusive growth. Her career also includes serving as Vice President for Charlotte Center City Partners, where she developed the business corridor’s first comprehensive marketing and branding campaign, farmers’ market, and music festival. She also created and implemented city policies to support the corridor’s economic development strategy.

Steadman will begin her role with the City of Albemarle on November 10, 2025.
