NOTICE OF PUBLIC HEARING

Notice is hereby given: a public hearing will be held by the City of Albemarle City Council pursuant to N.C.G.S. 158-7.1 on Monday, August 24, 2026, at 6:30pm or shortly thereafter in the City Council Chambers in City Hall located at 144 N. Second Street, Albemarle, North Carolina.

The purpose of the public hearing is to invite public comment on a proposed economic incentive agreement that will result in a ten (10) year, performance-based business development grant between the City of Albemarle and a confidential retailer that is new to the Albemarle market. This retailer proposes locating an approximately 32,000-square-foot store within the corporate limits of the City of Albemarle. The project is expected to create substantial new full-time and part-time jobs and generate approximately $10,000,000 in annual taxable retail sales. The grant will not exceed $250,000 in total or $25,000 annually and will be paid only after the City verifies annual performance. The grant incentive and related budget amendment will be funded out of General Fund revenues. The grant will support building improvements, machinery and equipment, site work, and other project costs. The City of Albemarle will recover the cost associated with the grant from new tax revenue. The public will benefit from additional property, business, and sales tax revenue, stimulation of the overall economy, expanded employment opportunities, and increased access to essential provisions in the City of Albemarle. It is the intention of the City Council to consider approval of the proposed incentive agreement following the public hearing.
