City of Albemarle Declares a State of Emergency in response to the coronavirus COVID-19

The following restrictions will be imposed under this declaration:

  • A State of Emergency will go into effect at 5:00 p.m. on Friday, March 27, 2020 and will last until further notice.
  • The emergency area covered by this state of emergency includes the entire city limits of the City of Albemarle and any property owned by the City of Albemarle.
  • Gatherings of groups of ten (10) or more people on City owned property.

Governor Cooper has extended the safe at home order and mandated face coverings in public.

Coronavirus- City of Albemarle Facilities Public Access Closure

All city facilities will be open to public access effective Tuesday, May 26, 2020 at 8:00 am.  Please see details below for information on how the community can continue to access City staff and services and guidelines for entering city facilities.


Per Executive Order 147, public is required to wear face masks when entering all City facilities to conduct business.

City Hall

City Hall will be open to public access.  Please continue to use our drive thru, dropbox, online payment, or telephone for payments.  If you must enter a city building, we strongly encourage wearing a mask.  If you do not have your own mask, there will be disposable masks and hand sanitizer in the lobby.  For specific departmental services, see information below.

Central Warehouse

Central Warehouse will be closed to public access.  Contractors and vendors will need to use the call box to gain access into the facility.  Employees will need to use their badge, employee ID, or use the call box to gain access into the facility.


  • The Landfill is open to commercial and residential refuse. 
  • Temporary Hours of operation at the landfill are Monday - Friday 7:15 a.m. - 4:30 p.m.; closed on Saturdays

Public Utilities

Public Utilities Administration can be contacted at 704-984-9605.  Administration handles the following services:  power outages, underground services, new construction, tree trimming, Water & Sewer taps, temporary services, permanent services, voltage issues, outdoor/flood light rents, water leaks, and sewer stoppages.

  • Customer Service can be contacted at 704-984-9615.  Customer Service handles the following services:  utility services connections, utility bill payments (copies of utility bills, bill amount due, and bill due date), utility deposits, and utility bank drafts.

  • Public Utilities’ contractors and vendors should contact 704-984-9605 to gain access to their facilities                                     

  • Utility bills can be paid using the following:
    • Pay online at:  Customers will need their bill and 10-digit account number.
    • Pay by phone at: 1-844-203-8267.  When paying by phone allow the entire automated message to finish during each step before selecting an option.  Customers will need their bill and 10-digit account number. 
    • Pay by mail:  PO Box 190, Albemarle, NC 28002.  Please include your bill statement when paying by mail.
    • Drop your payment at the drop box located at City Hall (144 N. 2nd St.).  Customer billing statements must be included in the envelope when using the drop box.
    • Use the City Hall drive thru window.  Customers will need to have their bill with their payment to process payments in a timely manner.

Finance/Revenue Collections

  • City Hall drive thru will remain open for payment processing from the hours of 8:30 am – 5:00 pm, Monday – Friday.

  • Landfill balances may be checked by calling 704-984-9454.

  • The drop box at City Hall is available 24 hours per day/7 days per week .  Customer billing statements must be included in the envelope when using the drop box.

  • Finance Department’s contractors and vendors should contact 704-984-9444 to gain access to their office.

Planning & Development Services

  • Planning and Development Services is now open for walk-in customers with added safety measures in place.  Contact staff before coming in to make sure needs can be addressed promptly.  The public is encouraged to use online applications for routine tasks.  

Public Housing

  • Public Housing office is open to the public.  Residents and guests are encouraged to call and/or make appointments with staff.  Public is recommended to wear face masks while in city facilities.  Social distancing measures are in place.    For information call 704-984-9580.

  • Public Housing rent payments are being accepted in the Public Housing office or can be placed in the drop box at the Public Housing office at 300 S. Bell Ave.

  • Rent payments will only be accepted in the following forms:  money order, personal check, or cashier’s check.  Public Housing does not accept cash payments.

  • Money orders can be purchased at Food Lion, Ingles, Walmart, CVS, Speedway Convenience stores, and the United States Post Office.

  • Re-exam forms need to be filled out, signed, and turned in at the Public Housing office or placed in the drop box at 300 S. Bell Ave.

  • The community room is available for small meetings or gatherings with permission from Public Housing staff.

Parks & Recreation

  • All Parks & Recreation indoor facilities are closed.  This includes:  Waddell Community Center and Gym, and the Albemarle Neighborhood Theatre.  The only exception is Niven Center will reopen for program registrations and facility rentals on Monday, May 11, 2020.  The public is encouraged to wear cloth face coverings when entering the building.  Social distancing measures will be in place.

  •  All Parks & Recreation programs, special events, and athletic leagues are suspended.

  • All Albemarle Parks are open.  This includes:  Rock Creek Park, City Lake Park, Chuck Montgomery Park, Hearne Park, Optimist Park, and Roger Snyder Greenway.

  • Picnic shelters are open.  Playgrounds in the parks remain closed.

  • All athletic playing surfaces at all parks are open.  This includes basketball, volleyball, and tennis courts; soccer, baseball, and softball fields.

  • Chuck Morehead and Rock Creek Pools will remain closed during the 2020 season.

  • Police Department lobby will remain unlocked.  The window in the lobby will be closed and have a sign with a phone number to contact an officer with any questions or concerns.
